Every kid has, at some point, tried to sell you something out of a cardboard box. Lean into it. This is that instinct, given an actual job title.
This ice cream shop set comes with everything already in the box — scoops, cones, a write-and-wipe menu, play money, even an apron — so there’s no assembling a setup from three different purchases. Open it, and the shop is already open.
Here’s the part that makes it a real party activity and not just a toy on the floor: give one kid the apron and let them be “the shop.” Everyone else lines up as customers. They have to look at the menu, decide what they want, and hand over play money to pay for it. That’s a lot of turn-taking and negotiating packed into something that looks, from the outside, like kids just playing ice cream shop.
Rotate who runs the shop every few minutes so nobody’s stuck taking orders the entire party. Some kids will want to stay behind the counter the whole time — that’s fine too, not every rule needs to be enforced at a birthday party.

Adapt It (Younger/Older):
For a younger toddler who's not quite ready for the ordering-and-paying routine, let them just be the customer — point at what they want, hand over play money, and let an older kid or adult run the counter. For an older preschooler heading toward kindergarten, have them make change, or write real orders down on the menu instead of just pretending.
Extend the Play:
1. Guess the order: Have the "shop worker" guess what each customer wants based on their favorite color or flavor before they order.
2. Menu math: Assign simple prices and have kids count out play money to match.
3. Grand opening: Make a construction paper sign and have kids take turns "advertising" the shop before it opens.
